The offender may be placed under house arrest or may be required to pay several visits to the offices of the probation team in order to be assessed. Offenders are normally put on this form of probation if they fail the standard probation stipulation or if they are repeat offenders.

Offenders who complete intensive probation are then graduated to standard probation, which basically means a reduction in monitoring and more freedom to carry out his or her activities without supervision. Successful completion of standard probation leads to removal of all limitations and restoration of complete freedom to the offender.

Intensive Probation Supervision (IPS) is designed to provide strict control, surveillance, and supervision in a manner which will restrict and monitor the offender's movement and activities in the community while emphasizing the payment of restitution to victims.

The only way to complete probation is to follow the rules and comply with all requirements of your criminal sentence. When you are placed on probation, you are being given a chance to remain in society, under the supervision of the court, rather than be incarcerated. You will have to comply with the terms and conditions set by your probation officer. Your terms and conditions of probation may vary greatly, depending on the type of crime you committed and the state and county in which you were convicted of the crime. If you fail to comply with these conditions, then you risk being incarcerated, often for a lengthy period of time.

In response to the prison overcrowding crisis of the early 1980’s, the legislature funded the establishment of the New Jersey Intensive Supervision Program. The program, which commenced in 1983 under the direction of the Administrative Office of the Courts, was designed to test whether an intermediate form of punishment, one which would be less costly than prison, but much more onerous than traditional probation, will achieve the criminal justice objective of deterrence, as well as rehabilitation.

The target population of the Lorain County Adult Probation Department ISP Unit is primarily third, fourth and fifth degree, high risk/need, non-violent, adult male and female substance abuse offenders.

The decision to place an offender into the Lorain County Adult Probation Department ISP Unit is either made by a Judge of the Lorain County Court of Common Pleas, or the Chief Probation Officer of the Lorain County Adult Probation Department. Level of supervision is dependent upon multiple factors and including the use of the Ohio Risk Assessment Tool.

Probation officers provide many services to circuit courts, such as conducting investigations and drug screenings, preparing pre-sentence reports, assessing criminogenic needs of offenders, recommending sentences for criminal offenders, and monitoring offenders sentenced to probation or supervised release. Officers also work closely with community agencies such as adult day report centers, youth reporting centers, adult and juvenile drug courts, mental health courts, schools, substance abuse facilities, local community health centers, community service work providers, the Department of Health and Human Resources, and other state agencies in order to link services for persons under probation officers’ supervision. In addition, West Virginia’s 265 probation officers annually supervise over 14,000 adult and juvenile offenders.

Each offender is required to enter into an intensive supervised plan that may include vocational, educational, psychological, alcohol and drug treatment, and/or a cognitive skills program. In addition, home visits may be conducted by an Intensive Supervision Officer and/or Surveillance Officer to verify compliance with their conditions of supervision. Offenders are supervised based on a risk and needs scoring instrument, which determines the appropriate supervision level. Through intensive supervision, Douglas County Community Corrections staff closely monitors the activities of offenders and provide opportunities for offenders to prepare themselves to remain law abiding and contributing community members.
