COMPULSORY EDUCATION

The compulsory attendance act of 1852 enacted by the state of Massachusetts was the first general law attempting to control the conditions of children. The law included mandatory attendance for children between the ages of eight and fourteen for at least three months out of each year, of these twelve weeks at least six had to be consecutive.

School Attendance Review Boards

California compulsory education law requires everyone between the ages of six and eighteen years of age to attend school, except sixteen and seventeen year-olds who have graduated from high school or passed the California High School Proficiency Exam (CHSPE) and obtained parental permission to leave. Some students, however, violate compulsory education laws and have a pattern of unexcused absences. Although truancy and excessive absenteeism are not new problems, they cause costly, long-term problems for the students, school, and the community.

The Compulsory Attendance Law

Section 167.031, RSMo, states that any parent, guardian or other person having custody or control of a child between the ages of seven (7) and the compulsory attendance age for the district, must ensure that the child is enrolled in and regularly attends public, private, parochial, home school or a combination of schools for the full term of the school year.
